RFSL is welcoming project proposals aimed at supporting and engaging LGBTQI+ communities in Ukraine during 2027, with focus on regional and underrepresented groups. The deadline for submitting applications is 14 September 2026, 23:59 CET.
Under the programme “Resilient Movements, Stronger Communities” RFSL, the Swedish Federation for LGBTQI Rights, provides small grants to the LGBTQI+ movements in Ukraine. The aim of the financial support is to provide LGBTQI+ organisations, unregistered groups and initiatives with resources to mobilize LGBTQI+ community members, strengthen the capacity of communities, and/or increase their influence in decision-making processes and structures.
What can be funded? Under this call for proposals, RFSL will support a variety of activities aimed at mobilizing and organising around LGBTQI+ issues, with a particular focus on engaging regional and underrepresented groups. Grants will be awarded to registered organisations, unregistered groups, initiatives, and coalitions of organisations, groups, or initiatives. Projects must be implemented during 2027, with an eligible duration of 2 to 8 months.
The maximum requested grant amount is 100 000 SEK.
Activities that can be funded:
Community mobilizing and organising;
Activities to strengthen the capacity in the own organisation, including activities focused on security, resilience, and well-being (such as risk assessments, development of security plans, and other related measures);
Organising workshops and other sessions on physical, informational, digital and psychological security;
Cultural activities responding to community needs (such as music, sports, and other events);
Creation and dissemination of LGBTQI+ themed content through media and social media platforms;
Advocacy activities.
Examples of eligible costs(please, note that this is not an exhaustive list, and you are free to propose costs not included in this list):
Rent of meeting spaces, venues;
Fees of facilitators, trainers, and consultants;
Printing of specific materials;
Salaries;
Bank fees.
Activities that CANNOT be funded under this call:
Humanitarian and emergency support;
Evacuation and/or relocation costs;
Acquisition, distribution, and provision of humanitarian aid (including food packages, medicines, etc.);
Medical treatment;
Participation in international conferences or Pride events;
Payment of debts or interests on loans.
Priority will be given to:
projects aimed at working with regional and underrepresented groups among LGBTQI+ communities.
organisations, initiatives and groups who do not have active grant agreements (including ongoing, confirmed or expected agreements) under RFSL’s programme “Resilient Movements, Stronger Communities” (Ukraine) in 2027.
How to submit your proposal?

The full application package must include a completed application form, budget, and project results matrix, which should be submitted to ukraineprogram@rfsl.se. Please use the templates provided and complete all documents in English.
If you are applying as a regional chapter of a network / organisation with a head office in Kyiv, you will need to submit, together with your proposal, an endorsement letter from your head office confirming that they support your application.
Budget instruction Budget lines for salary and consultancy/fee costs must include all applicable taxes and charges in accordance with Ukrainian legislation.
Next steps and reporting RFSL will conduct an initial assessment of applications within two months after the application deadline. If your application is selected, the RFSL team will work with you to review and fine-tune project plans, as needed. This timeline might be revised depending on the number of proposals received.
Once the application is approved, the agreement will be set up between RFSL and organisations that receive the support. In the case of an unregistered group, an agreement will be set up with the group’s fiscal host, selected by the group and approved by RFSL.
Following the completion of the project, you will have one (1) month to submit the narrative and financial reports, accompanied by supporting financial documentation.
